The State of Scotland's Seas Atlas 2010

The State of Scotland's Seas Atlas (Scotland's Marine Atlas: Information for the National Marine Plan) was published in March 2011. The atlas is available in published form as well as on the Scottish Government website (http://www.scotland.gov.uk/Publications/2008/04/03093608/0). The intention is to produce a report detailing the status of Scottish seas primarily through presentation of spatially related information (data if necessary / appropriate) and assessments (where assessment methodologies are available) using a series of maps which will combine into a State of Scotland???s Seas Atlas.

This project is necessary to enable Marine Scotland and the wider community to;
# develop our knowledge and understanding of the marine environment for some areas whilst extending it for others and so facilitating the measurement of progress with new marine policy.
# measure progress towards delivery of the vision of clean, healthy, safe, productive and biologically diverse marine and coastal environment.
# contribute towards the knowledge base required for marine planning.

ScotlandsPlaces

ScotlandsPlaces is a web project, established in 2008, that allows the public to search data seamlessly from, initially, two of Scotland???s national collections, the Royal Commission on the Ancient and Historical Monuments of Scotland (RCAHMS) and the National Archives of Scotland (NAS). The website demonstrates organisations working together to efficiently amalgamate and present geographic-based data to the public.

ScotlandsPlaces (www.scotlandsplaces.gov.uk) allows users to search by entering a place name or clicking on a map. The map search efficiently pulls archaeological and architectural results that are indexed by coordinates. ScotlandsPlaces uses a newly developed historical gazetteer service to disambiguate any entered place names. Middleware, based on CYGnus, (open source geo-middleware developed by the School of GeoSciences at the University of Edinburgh), then brokers the queries, sending them to the separate remotely hosted databases. The results are returned and displayed as a table in the website. Users can also download a KML file for plotting the results on a geobrowser.

The significance of the project is its geographic focus and that it allows datasets to remain in the care of their home organisation. It demonstrates the ???capture once, use many??? notion of data provision. This allows organisations to provide a live, up-to-date feed from their database directly to the website via web services in the form of URL parameterised pairs.

The ScotlandsPlaces website is designed to be extensible with simple joining rules. The site was formally launched in October 2009 by the Scottish Culture Minister, and welcomes additional partners from the Scottish cultural sector. 2010 will see the amalgamation of more national datasets into the site. Significantly, the ScotlandsPlaces project is in line to act as a testbed for the Scottish Spatial Data Infrastructure (SDI) and is in line with the EU Inspire Directive both concerned with data-sharing and providing geographic-based data to the public.

Generalised Land Use Database (GLUD)

The Scottish Government's Rural and Environment Research and Analysis Directorate (RERAD) is currently carrying out a Rural Land Use Study with the aim of bringing together an integrated evidence-base on the potential contributions of Scotland's rural land to delivering on the Scottish Government's purpose of sustainable economic growth. It also aims to help in addressing major policy challenges across government and the wider public sector, such as climate change, ensuring food and energy security, and meeting housing and infrastructure needs in response to changing demographics.

As part of this study, the Scottish Government Geographic Information Science and Analysis Team (GI-SAT) has been commissioned to identify and evaluate existing spatial datasets which could be used to identify either land use or land use change.

CYGnus: Connecting Your Geographies Network Utility Service

Despite widely acknowledged benefits offered by the formulation of Spatial Data Infrastructures little progress has been made in Scotland past the production of a national Geographical Information strategy paper. Unique difficulties exist within the Scottish environment which prevent the proven methodologies of implementation seen in the US, Canada or Wales being viable options.

A new and innovative implementation of the policies and procedures introduced by the Scottish Geographical Information strategy is presented and implemented in this project in an effort to create a data delivery framework. This framework is founded upon the key tenets of scalability and standards compliance and presents an effective method of joining disparate information silos through the context of geographical location.

The Geographical Information Projects Registry

In 2006, a partnership between The University of Edinburgh, The Scottish Government and The Association of Geographic Information in Scotland lead to the production of an online service designed to encourage diffusion of knowledge across the Scottish GI community and beyond.

The project, part of the 'One Scotland One Geography' initiative, aimed to create a service whereby metadata about projects could be shared in order to create synergies and reduce repetition across the GI community. The purpose of this project was to review and enhance a prototype Geographical Information Projects Registry (GIPR) to create a self-sustaining user-driven service. The resource exists as a database driven website which is accessed via the World Wide Web (WWW). The service can be found at www.gisprojects.net.

The project aims to provide a more intelligent, user-driven website which requires little or no administration. The project aims to achieve this through highlighting synergies, using new methods to keep the database current and by providing alternative techniques of keeping users informed of new information obtained by the registry.

EuroGeoNames at EDINA

EGN will implement an interoperable internet service that will link and provide access to the official, multilingual geographical names data held at the national level across Europe. By that, EGN will make a major contribution to opening up public sector information within a wider European spatial (geographic) information infrastructure, and relates more specifically to the INSPIRE implementation rules.

Work is ongoing until march 2009.

River levels

River level data is collected at gauging stations using a variety of electronic sensors that measure the level of the water. In the majority of cases level is measured using a shaft encoder driven by a float and counterweight arrangement. Pressure sensors that translate water pressure into level are also used. Rapid fluctuations in water level due to surface waves are damped by placing the level sensor in a stilling well. The website updates 6 times during the day to allow for failed transmissions - data may therefore be briefly unavailable during these times.

Scottish Assessors's Portal

As part of the Definitive National Addressing for Scotland (DNAS) initiative, the fourteen assessors in Scotland have developed and delivered the Scottish Assessors's Portal. Since August 2004, there has been online access to the Valuation Roll and Council Tax information on a Scotland-wide basis. The Assessors's were also awarded additional financial support from the Scottish Executive MGF3 fund to continue with this work and ensure that it can contribute to Scotland's national information infrastructure. The future vision of the Assessors's Portal is to continue to provide high quality online services that deliver identified business benefits to the Assessors and other CustomerFirst stakeholders. This will encompass the following: (1) online transactional services that can handle single and bulk transactions between the Portal and citizens, property professionals and government agencies; (2) extended access to assessors's data at the Portal in the delivery of more comprehensive joined-up services as agreed with government agencies and other stakeholders; (3) enable a series of 'sBusiness Connectors's that will facilitate the exchange of data between the assessors and other data providers and users, including linkages between assessors and local authority Corporate Address Gazetteers; and (4) enhance the display, analysis and data exchange capabilities of Portal information with more consistent and comprehensive georeferencing identifiers.

Glasgow and Clyde Valley Green Network Dataset

Greenspaces within towns and cities provide a range of public and environmental services that are an essential element of peoples quality of life. However, consistent and comprehensive geographic information on urban greenspace has yet to become available in Scotland. This makes it difficult to examine and quantify changes to the green environment in urban areas, and makes analysis of the relationships between greenspace and other social, economic and environmental datasets impossible. Geographical Information Systems (GIS) and high resolution aerial photography can be combined to provide a detailed characterisation of greenspace in urban areas, opening up new possibilities for analysis.

While Glasgow and the Clyde Valley has some of the best parks and open spaces in Scotland, some communities have limited access to good quality, local greenspace. The Glasgow and Clyde Valley Structure Plan includes a commitment to create a green network and Community Forest that runs from the heart of the city and other towns to remoter areas. It aims to develop this network for amenity, nature conservation, social and health benefits and to aid economic regeneration. Similarly SNH and FCS are making significant investment in improving the quality of the urban environment. This shared need stimulated the establishment of a partnership of the Glasgow and Clyde Valley Structure Plan Joint Committee (GCV), Forestry Commission Scotland (FCS) and Scottish Natural Heritage (SNH) to map and characterise greenspace across Glasgow and the Clyde Valley.

The project has developed a comprehensive GIS dataset of the green network characterized to a typology developed from Planning Advice Note 65. This workshop, organised jointly by GCV, FCS and SNH, will launch the greenspace dataset and demonstrate potential uses and applications of the dataset to all interested parties. We hope that this new information on the quantity, character, spatial distribution and accessibility of the greenspace resource will provide essential baseline information for the further development of strategies for its improvement. The dataset will also allow information on greenspace to be linked to other social and environmental datasets to help ensure that action to improve greenspace in integrated into other strategic priorities.

Founded in 1884, the RSGS is an educational charity the aims of which are to advance the science of Geography and create a greater understanding of the wider world, in the belief that geographical knowledge makes a significant difference to the way in which we view and shape the world we live in. These aims are pursued largely through: -

1. support for geographical research and the teaching of geography;

2. a community programme of nearly 100 illustrated talks throughout Scotland for both the Society's members and the wider public;

3. the publication of a journal, newsletter, and occasional books and pamphlets on geographical issues; and

4. the provision of a geographical information service drawing on the Society's extensive collections of books, journals, maps, photographs, and archives.

The Society, which has a membership of about 2,500, maintains four permanent staff, with the current addition of two fixed-term (2005-2007) Heritage-Lottery-funded project-workers, at its headquarters in Glasgow. Policy decisions are made by the RSGS Council, which represents a wide range of educational/geographical interests.

Pilot Study for a Scottish Air Quality Database

This project will pilot an air quality database for Scotland by collating and ratifying data from a variety of specified sources and, in addition, trial the use of a Web logger for 6 local authorities. Options for website design will be provided along with tools to allow easy access to air quality data for Scotland for a wide range of potential users. The contractor is required to liaise with potential stakeholders to gain their views on what there needs are from such a database. An evaluation will be undertaken to assess all the air quality data collated in Scotland and the quality and compatibility of these data. Using more regional level background data, improved mapping of air quality across Scotland will be developed.

Neighbourhood Statistics on Ambient Air Quality

Netcen is currently contracted to Defra to provide air quality statistics for the ONS Neighbourhood Statistics website (neighbourhood.statistics.gov.uk) and the Scottish National Statistics website (www.sns.gov.uk). The data are compiled at Super Output Area level from the detailed 1km resolution maps of atmospheric emissions and modelled ambient air quality which have been developed by Netcen for Defra. Data are provided for the following pollutants: PM10, NOx, SO2, Benzene and Ozone. The data sets for the website will be updated each year until 2006. A new dataset of Air Quality Management Area (AQMA) boundaries has also been compiled as part of this project. Data has been obtained from Local Authorities, made into a consistent format and compiled into a single dataset. This contract also includes provision of policy support to DEFRA exploring the relationship between social deprivation and air quality across the UK and also in case study areas: specific cities, within AQMA boundaries and close to large emission sources.

OSMM - MasterMap

EDINA worked with the Joint Information Systems Committee to establish the solution for providing Ordnance Survey MasterMap data through the EDINA Digimap service. OS MasterMap is a more complex data product and is structurally very different from the Ordnance Survey data currently provided, so delivering it required considerable investment and development work. EDINA undertook an 18 month project to develop a delivery mechanism for OS MasterMap Topographic and Integrated Transport Network (ITN) layers.

Oracle Spatial was used as the database with Snowflake's Go-Publisher (WFS) used to handle requests for data and its delivery in OS MM GML schema. An online ordering mechanism was built by EDINA to manage interactions with users.

COUs are loaded into the database ever 8 weeks but released to the community bi-annually. All changes are kept so that the database becomes an historical record of changes. In the future users will be able to request an historic snapshot of MM data as well as current data.

The MM data supply facility is currently averaging 12,000 orders per month.

GeoCrossWalk is JISC funded middleware implementing a digital gazetteer service and server for the UK academic Higher and Further Education community. The rationale behind the service is that there is currently no unified entry point to assist in geographic searching within the existing academic network as each information provider/service adopts different geographic coding conventions (some use postcodes, others placenames, some grid references etc.). GeoCrossWalk is designed to make geographic searching transparent by 'crosswalking' these different geographies.

agcensus

The Agricultural Census is conducted in June each year by the government departments dealing with Agriculture and Rural Affairs for Scotland, England, and Wales (i.e. SEERAD, DEFRA and the Welsh Assembly Government Department for Environment, Planning and Countryside ). Each farmer declares the agricultural activity on the land via a postal questionnaire. The respective government departments collect the 150 items of data and publish information relating to farm holdings for recognised geographies. Edinburgh University Data Library has developed algorithms which convert the data for recognised geographies, obtained from the government departments, into grid square estimates. The key to transforming the raw data into grid square data is the definition of each geography (e.g. parish, in the case of Scotland) in terms of 1km squares. This Framework is used in conjunction with a 7-fold classification of the land-use of the same 1km grid squares, the Landuse Framework. Agricultural Census items are distributed over those 1km grid squares with the land use category suitable for the census item in question.

Drumbowie Park is a large (28.5ha) community woodland adjacent to the village of Standburn which lies to the south-east of Falkirk. The site was previously used as rough grazing and for mining. Operations ceased in 1955 leaving as its legacy a derelict railway, two ponds, several mine shafts, brick enclosurses and two large bings. The site was identified by CSFT in 1992 as having potential for nature conservation and community use. Due to the poor grazing value of the land, the owner suggested some form of village park or community woodland, with a view to future management by the community.

Roman Scotland

RCAHMS is developing an application to display Roman sites in the RCAHMS database in a map-based web system to coincide with the nomination for the World Heritage Status for the Antonine Wall. This is part of a pilot project on Roman Frontiers, a pan-European initiative, in which the Hungarian Academy of Sciences is co-ordinating the technical aspects of the work. In Scotland, the project is being funded and led by Historic Scotland.

Ancient Britain Map

In partnership with the Royal Commission on the Ancient and Historical Monuments of Wales and English Heritage and the Ordnance Survey (OS), RCAHMS developed an ArcIms-based version of the OS Ancient Britain Map (published in 2005) to demonstrate the potential of linking heritage information from three separate databases within a single spatial environment. Selected data, corresponding to the sites published on the paper version of the map, was extracted from each of the national databases in Shape file format and harmonised to create a single spatial index covering Wales, Scotland and England within the ArcIms application. Users were able to move seamlessly from Scotland through England to Wales exploring the principal sites of each country against a map background and through hyperlinks, view associated information from the contributing organisations own web-based databases.

Eventmap

Whilst the RCAHMS holds information about the archaeological and built heritage of Scotland (presented through the Canmore mapping service (Canmap) and Pastmap), the data it gathers is collected through individual fieldwork projects, undertaken by either the public or private sectors. Eventmap is being developed, in the first instance, to record spatial information about fieldwork projects undertaken by RCAHMS and partner organisations. Eventmap will present data from the RCAHMS field survey mapping and aerial photographic transcription programmes, and projects at Inveresk, and along the Antonine Wall. Additional content will be developed through digital material deposited in the RCAHMS collections and delivered through the OASIS application.

OASIS (development)

OASIS (Online Access to the Index of Archaeological Investigations) is a web-application, originally developed by the Archaeology Data Service at the University of York in partnership with English Heritage to help the flow of information from archaeological fieldwork undertaken by private consultants and contracting archaeological units to the relevant local and national data curators and archives. RCAHMS has taken the lead role in rolling out the application across Scotland.

Airphotofinder (enhancement)

Functionality of the existing AirPhotoFinder application will be developed to include hyperlinks enabling users to view low resolution images of digital photographs. The search tools will be improved to enable users to create user defined polygons to service often irregular and complex searches. Improved searching across the datasets will be introduced to enable users to select photographs taken in a particular month, season or year(s).

Airphotofinder

AirPhotoFinder is an application hosted by RCAHMS to help users locate and order vertical aerial photography in Scotland. Contained within AirPhotoFinder are details of flight plots and individual photograph centre points which illustrate where there is vertical aerial photographic coverage. There are also indexes to selected aspect of the RCAHMS oblique aerial photography holdings. The service also hosts index maps to the vertical aerial photographic collection for the Royal Commission on the Ancient and Historical Monuments of Wales.

The National Gazetteer (which was formerly known as DNA-Scotland until the name was changed to avoid confusion) has been in creation since May 2003 and brings together Corporate Address Gazetteers created by all 32 councils in Scotland into one consistent gazetteer. All CAGs are maintained to agreed standards and conventions to ensure that the national gazetteer is consistent across Scotland.

Local Government is the source of the vast majority of change intelligence about property through its statutory functions such as Planning, Building Control and Street Naming and Numbering and as such are the natural custodians of this valuable dataset.

Spatial Planning in Northern Peripheral Regions

Effective sustainable development, particularly for remote, dispersed populated rural areas, requires a wider joined-up approach to policy making at all levels of government. Policy making should also be based on evidence. This approach is encouraged by the "European Spatial Development Perspective", an influential EU document published in 1999, and this approach is now being integrated into Scottish National Planning Policy. General Aims: The SpatialNorth project helped develop best practice for the analysis and application of evidence contributing to effective joined-up policy making, primarily focusing on; 1) Environmental, social or economic spatial data on maps within Geographical Information Systems (GIS), for example maps indicating vegetation types, transport routes or levels of employment. These can also be modelled to show trends over time and alternative scenarios for different policy choices. 2) Participation of stakeholders, for example through workshops, consultation events or questionnaires. Stakeholders may include all public sector, private sector and voluntary organisations, as well as the general public, who have a vested interest in, or an element of expertise in, the policy area. To enable more specific assessment of policy making and spatial data use and management, 3) Evaluation of "test areas" or case studies of current strategic plan making. SpatialNorth observed and questioned policy-making teams and stakeholders in each test area, evaluating the methods used to coordinate priorities and share and manage information. The 3 test areas are: 1. Sutherland Local Plan; 2. Wester Ross Coastal Project; 3. Argyll and Bute Transport Strategy; The assessments, evaluations and recommendations have (to some degree): contributed to 2007-2013 Structural Funds project programming; informed the review of the National Planning Framework for Scotland; highlighted policy alignment and hierarchy; established a Highlands and Islands GIS network; provided policy-makers and spatial data users with best practice guidelines.

Gazetteer for Scotland

The Gazetteer for Scotland is a project to build a definitive descriptive geography of Scotland. It comprises a vast web-enabled database, featuring details of towns, villages, bens and glens from the Scottish Borders to the Northern Isles. The Gazetteer for Scotland represents the first comprehensive gazetteer produced for Scotland since 1885, it includes tourist attractions, industries and historical sites, together with histories of family names and biographies of famous people associated with Scotland. The network of connections between all of these entries make this gazetteer unique. It comprises around 17,000 individual records and more than a million words of contemporary description. Closely associated is a further c.7600 records, comprising 2.25 million words of historical description drawn from the Ordnance Gazetteer for Scotland (Francis Groome, 1882-5). The compilation of the Gazetteer of Scotland is an ongoing process, with at least another 10,000 candidate entries identified but not yet fully completed.
